Silvia remains neutral until the Kelonese attack on Kandar Harbor on 8 June 1223. Lord Lorx Juji Wodro leads the Republic into war during a nonconsecutive second term. Kandar’s stated dead are 327,000 sailors, 18,000 Marines and 42,000 civilians; 182 warships are sunk and 65 crippled. These figures describe the supplied event, not a calculated estimate. The Republic subsequently fights a maritime war, the Grand Isles campaign, the Western Line, the Gaften desert campaign and Operation Sharkstrike. Its victory in the Grand Isles precedes the Kelonese Empire’s fall in 1233.
Government & wartime authority
The supplied constitutional document establishes 175 provinces and four levels of government. The Lord is directly elected for ten years and commands the armed forces. Campaigns & the later war
Proposed connecting history: through 1228 the Republic turns local victories into sustained pressure by repairing ports and training replacements before expanding fronts. In 1229–1230 continental commitments increasingly use Allied replacement systems, freeing selected shipping for the islands without abandoning Lathorne’s army. In 1231–1232 the navy concentrates on inter-island transport and repair capacity rather than attempting to occupy every island. The final 1233 campaign combines isolation, negotiated local surrenders and major assaults against functioning imperial command centers. The specified ending is canon; this operational sequence is proposed.
The civilian experience
Kandar makes civilian relief an immediate military requirement. The June and July 1223 newspapers show rescue cordons, staged recruitment and salvage rather than an instantly rebuilt fleet. A proposed home-front arc follows displaced harbor families, shipyard apprentices and county hospitals through a decade of mobilization. Senate oversight should remain visible: emergency purchasing can be fast while still producing records that investigators can examine.

Who pays for a front twelve thousand miles away?
The proposed wartime budget separates authorization, collection and delivery. The Senate appropriates resources; Taxation collects revenue; Finance manages funds; the civilian ministries arrange the administrative work. The Lord determines executive and military priorities, while the Prime Minister coordinates the ministry system without becoming commander of the armed forces. Provincial and county authorities still have responsibilities to residents whose ordinary services compete with mobilization.
Consider a damaged overseas rail connection serving the Seventh Army. The military identifies the operational requirement, transport officials arrange capacity, Finance releases authorized funds, and diplomats negotiate use of allied facilities. A successful order therefore crosses several institutions. The Vice Lord’s cabinet coordination can resolve delays, but should leave a record of who authorized the expenditure. Speed and accountability depend on workable procedures, not on pretending that one office personally performs every task.
The constitutional removal mechanisms remain separate from ordinary criticism of an operation. A failed attack does not automatically remove the Lord. Conversely, command authority does not erase the Senate, Grand Court or the citizenry’s established means of challenging continued tenure. Wartime legitimacy rests on both effective action and the survival of those constitutional distinctions.
