Established record
Athenor rejects Hukular’s demands for military access and restrictions on its foreign agreements in January 1207. The invasion begins on 9 May 1208. Hestunian assistance sustains the defense, but Renskar Valley and then the Westridge corridor are lost. Hukular takes the capital’s government district on 14 May 1210. An exile administration is established in Hestunia, and resistance inside the occupied country continues.
Government & wartime authority
Proposed design: registered adult citizens debate major laws and war levies in district assemblies, with delegates carrying binding votes to a national session. A rotating Council of Preparation, selected by lot from eligible citizens, prepares business but cannot override the assemblies. Elected strategoi direct defense and face review at the end of their commands. Large citizen juries hear public misconduct cases; trained clerks preserve procedure. District treasurers publish accounts and remit an approved share of revenue for collective defense. Emergency delegation has a fixed expiry and must be renewed in open session. Citizenship eligibility is not supplied, so this proposal does not silently import the exclusionary rules of real ancient Athens. Exile makes direct participation difficult; a provisional delegate body preserves records without claiming to replace the absent electorate permanently.
Armed forces & sustainment
Proposed army: district infantry battalions form citizen brigades with pooled artillery and engineers. Regular frontier cadres train reservists and maintain mobilization stores. The strategic weakness is an exposed transport network: losing a rail connection reduces the ability to move reserves more quickly than the nominal manpower total suggests. After 1210, surviving regulars form exile battalions while local resistance organizes small compartmented groups. Medical assistance increasingly travels through civilian networks. Athenorian forces reenter large operations through Commonwealth formations while maintaining national service rolls.
Campaigns & the later war
Proposed continuation: resistance intelligence helps Allied planners distinguish functioning rail facilities from empty occupation posts in 1228. Liberation proceeds district by district in 1229 rather than through one universal uprising. Restoring assemblies requires identity records, food distribution and protection against revenge accusations. A proposed first post-occupation audit examines both imposed labor obligations and emergency spending by the exile administration.
The civilian experience
The September 1213 newspaper reports compulsory labor, movement restrictions and discriminatory registration while acknowledging limited independent access. Historical articles preserve that qualification. Proposed testimony can portray a railway worker’s dilemma without inventing an authenticated witness or assigning unverified casualty figures.

Delegating war without surrendering the assembly
The proposed assembly democracy separates the authorization of a campaign from the conduct of individual maneuvers. Citizens approve extraordinary levies and the broad purpose of the war. Military officials receive a mandate that allows immediate decisions within that purpose, with subsequent examination of expenditure and conduct. An assembly vote is therefore not required every time a company changes position.
The difficult moment comes when the army abandons a district whose citizens voted and served. A commander may have preserved the field force while appearing to have failed the community. The Council of Preparation gathers military and civilian accounts before the assembly judges the decision. If occupation prevents normal participation, representatives must preserve records and explain the limits of their mandate. This gives exile politics a foundation stronger than the claim that whichever official escaped with the largest escort automatically embodies the entire democracy.
