Ground & operational constraints

Civilian consequences
Families who lack transport remain under occupation. Proposed relief networks retain civil registries and distribute food without falsely presenting every participant as an armed partisan.

Talgareth establishes conventional control while Qeviran resistance changes form. Its southern Viar commitment helps explain later pressure on Avenrath.
