What this explains
A convoy that is loading, repairing vehicles or returning empty still belongs to the formation. Throughput depends on distance, turnaround, road capacity and cargo type. The source’s organizational count therefore cannot be converted directly into daily tonnage without additional evidence about vehicles, routes and operating cycles.
