What this explains
A surviving hull can still be unavailable for operations. Repair requires dock space, machinery, replacement crews and a decision about whether restoring the ship is more valuable than other uses of those resources. This chart measures reported damage categories; it does not measure the surviving combat fleet or the speed of recovery.
