What this explains

The destruction reshaped three separate institutions: the fleet lost trained personnel, the Marines lost organized manpower, and the surrounding city lost families and essential workers. Replacing hulls could not immediately replace technical knowledge or restore the civilian services on which the port depended. Relief therefore belongs in the strategic history of Kandar alongside the declaration of war.
