Government & wartime authority

Cantonal assemblies approve local law and send recallable delegates to a coordinating council. A rotating chair serves one year and cannot independently declare war. National defense assessments require a double majority of citizens and cantons. An elected appellate bench hears inter-canton cases; local juries handle ordinary trials. Wartime authority temporarily pools rail and food distribution, with published accounts reviewed at each cantonal session. Emergency succession simply transfers the chair to the next elected deputy.
