Government & wartime authority
Cantonal assemblies approve local law and send recallable delegates to a coordinating council. A rotating chair serves one year and cannot independently declare war. National defense assessments require a double majority of citizens and cantons. An elected appellate bench hears inter-canton cases; local juries handle ordinary trials.
