Government & wartime authority
City assemblies choose delegates to a league congress; a annually elected convenor coordinates foreign policy but cannot impose city taxes. A common tariff pays for escorts and expeditionary forces. A league court arbitrates debt and shipping claims, while municipal courts retain criminal jurisdiction. Congress can recall the convenor immediately and elect a successor.
