Government & wartime authority

An elected coastal assembly chooses a premier; a ceremonial president is elected by a joint municipal convention. Confidence votes remove the cabinet and impeachment removes the president. A maritime supreme court also hears constitutional appeals. Municipalities retain harbor services and local taxes; national customs fund defense. Wartime convoy rules remain subject to parliamentary review. A caretaker cabinet has restricted spending authority until a successor wins confidence.
